第一章　总　　则

Chapter I General Principles

第一条　为了促进体育事业，弘扬中华体育精神，培育中华体育文化，发展体育运动，增强人民体质，根据宪法，制定本法。

Article 1 This Law is enacted in accordance with the Constitution for the purposes of promoting the sports undertakings, carrying forward the Chinese sports spirit, cultivating the Chinese sports culture, developing sports, and enhancing the people's physical fitness.

第二条　体育工作坚持中国共产党的领导，坚持以人民为中心，以全民健身为基础，普及与提高相结合，推动体育事业均衡、充分发展，推进体育强国和健康中国建设。

Article 2 In the sports work, the leadership of the Communist Party of China and the principle of people orientation shall be insisted on, national fitness shall be based on, and popularization and improvement shall be combined, to promote balanced and sufficient development of the sports undertakings, and advance the construction of a sports power and a healthy China.

第三条　县级以上人民政府应当将体育事业纳入国民经济和社会发展规划。

Article 3 The people's governments at or above the county level shall incorporate the sports undertakings into their national economic and social development plans.

第十二章　附　　则

Chapter XII Supplemental Provisions

第一百二十条　任何国家、地区或者组织在国际体育运动中损害中华人民共和国主权、安全、发展利益和尊严的，中华人民共和国可以根据实际情况采取相应措施。

Article 120 If any country, region or organization impairs the sovereignty, security, development interests and dignity of the People's Republic of China in international sports activities, the People's Republic of China may take corresponding measures in light of the actual circumstance.

第一百二十一条　中国人民解放军和中国人民武装警察部队开展体育活动的具体办法，由中央军事委员会依照本法制定。

Article 121 The specific measures for the Chinese People's Liberation Army and the Chinese People's Armed Police Force to carry out sports activities shall be developed by the Central Military Commission in accordance with this Law.

第一百二十二条　本法自2023年1月1日起施行。

Article 122 This Law shall come into force on January 1, 2023.

Black Soil Protection Law of the People's Republic of China

第一条　为了保护黑土地资源，稳步恢复提升黑土地基础地力，促进资源可持续利用，维护生态平衡，保障国家粮食安全，制定本法。

Article 1 This Law is enacted for the purposes of protecting black soil resources, steadily restoring and improving the basic fertility of black soil, promoting sustainable utilization of resources, maintaining ecological balance, and safeguarding national food security.

第二条　从事黑土地保护、利用和相关治理、修复等活动，适用本法。本法没有规定的，适用土地管理等有关法律的规定。

Article 2 This Law shall apply to activities such as the protection and utilization of black soil and related governance and restoration. Where this Law is silent, land administration and other relevant laws shall apply.

本法所称黑土地，是指黑龙江省、吉林省、辽宁省、内蒙古自治区（以下简称四省区）的相关区域范围内具有黑色或者暗黑色腐殖质表土层，性状好、肥力高的耕地。

For the purposes of this Law, "black soil" means the cultivated land with good characteristics, highly fertile, which contains black or dark black humus topsoil within the relevant areas of Heilongjiang province, Jilin province, Liaoning province and Inner Mongolia autonomous region (hereinafter referred to as the "four black soil regions").

第三条　国家实行科学、有效的黑土地保护政策，保障黑土地保护财政投入，综合采取工程、农艺、农机、生物等措施，保护黑土地的优良生产能力，确保黑土地总量不减少、功能不退化、质量有提升、产能可持续。

Article 3 The state shall implement a scientific and effective black soil protection policy, guarantee fiscal investments in black soil protection, and comprehensively adopt engineering, agronomic, agricultural machinery, biological, and other measures to protect the excellent fertility of black soil and ensure non-reduction in the volume, non-degradation of the functions, improvement of the quality, and sustainable fertility of black soil.

第三十六条　违反本法规定，构成犯罪的，依法追究刑事责任。

Article 36 Where a violation of this Law is criminally punishable, the offender shall be held criminally liable in accordance with the law.

第三十七条　林地、草原、湿地、河湖等范围内黑土的保护，适用《中华人民共和国森林法》、《中华人民共和国草原法》、《中华人民共和国湿地保护法》、《中华人民共和国水法》等有关法律；有关法律对盗挖、滥挖、非法买卖黑土未作规定的，参照本法第三十二条的规定处罚。

Article 37 The protection of black soil within the scope of woodlands, grasslands, wetlands, rivers, and lakes, among others, shall be governed by the Forest Law of the People's Republic of China, the Grassland Law of the People's Republic of China, the Wetland Protection Law of the People's Republic of China, the Water Law of the People's Republic of China, and other relevant laws; if the relevant laws are silent on the theft, excessive extraction, and illegal sale and purchase of black soil, penalties shall be imposed according to Article 32 of this Law mutatis mutandis.

第三十八条　本法自2022年8月1日起施行。

Article 38 This Law shall come into force on August 1, 2022.

Decision of the Standing Committee of the National People's Congress to Amend the Anti-Monopoly Law of the People's Republic of China (2022)

一、将第四条修改为：“反垄断工作坚持中国共产党的领导。

I. Article 4 is amended to read: "Anti-monopoly work under the leadership of the Communist Party of China shall be adhered to.

“国家坚持市场化、法治化原则，强化竞争政策基础地位，制定和实施与社会主义市场经济相适应的竞争规则，完善宏观调控，健全统一、开放、竞争、有序的市场体系。”

"The state shall adhere to the principles of marketization and the rule of law, strengthen the basic position of competition policy, make and implement competition rules suitable for the socialist market economy, perfect the macro control, and improve a united, open, competitive and well-ordered market system."

二、增加一条，作为第五条：“国家建立健全公平竞争审查制度。

II. One article is added as Article 5: "The state shall establish and improve a fair competition review system.

“行政机关和法律、法规授权的具有管理公共事务职能的组织在制定涉及市场主体经济活动的规定时，应当进行公平竞争审查。”

"An administrative authority or organization empowered by a law or administrative regulation to administer public affairs shall conduct a fair competition review when formulating provisions in relation to the economic activities of market participants."

二十五、对部分条文作以下修改：

XXV. The following amendments are made to part of articles:

（九）将第四十一条改为第四十九条，在“商业秘密”后增加“个人隐私和个人信息”，将“负有保密义务”修改为“依法负有保密义务”。

(9) Article 41 is renumbered as Article 49, in which "personal privacy and personal information" is inserted after "business secrets," and "have the responsibility to keep... confidential" is replaced with "have a duty to keep... confidential in accordance with the law."

（十）将第四十九条改为第五十九条，其中的“性质、程度和持续的时间”修改为“性质、程度、持续时间和消除违法行为后果的情况”。

(10) Article 49 is renumbered as Article 59, in which "nature, extent and duration" is replaced with "nature, extent, duration and removal of consequences."

本决定自2022年8月1日起施行。

This Decision shall come into force on August 1, 2022

《中华人民共和国反垄断法》根据本决定作相应修改并对条文顺序作相应调整，重新公布。

The Anti-Monopoly Law of the People's Republic of China as amended by this Decision with renumbered articles shall be reissued.

Decision of the Standing Committee of the National People's Congress to Amend the Rules of Procedure of the Standing Committee of the National People's Congress of the People's Republic of China (2022)

一、将第一条修改为：“为了健全全国人民代表大会常务委员会的议事程序，保障和规范其行使职权，根据宪法、全国人民代表大会组织法，总结全国人民代表大会常务委员会工作的实践经验，制定本规则。”

I. Article 1 is amended to read: “These Rules are developed in accordance with the Constitution and the Organic Law of the National People's Congress, and in light of the practical experience of the NPC Standing Committee, for the purposes of improving the rules of procedure of the NPC Standing Committee, and safeguarding and regulating the exercise of its functions and powers.”

二、增加一条，作为第二条：“全国人民代表大会常务委员会坚持中国共产党的领导，依照法定职权和法定程序举行会议、开展工作。”

II. One article is added as Article 2: “The NPC Standing Committee shall adhere to the leadership of the Communist Party of China and meet in session and carry out its work according to its statutory functions and powers and statutory procedures.”

三、增加一条，作为第三条：“全国人民代表大会常务委员会坚持和发展全过程人民民主，始终同人民保持密切联系，倾听人民的意见和建议，体现人民意志，保障人民权益。”

III. One article is added as Article 3: “The NPC Standing Committee shall uphold and develop whole-process people's democracy, always maintain close contact with the people, hear their comments and recommendations, embody their will, and protect their rights and interests.”

三十四、将第二十三条、第二十五条中的“工作报告”修改为“报告”。

XXXIV. In Articles 23 and 25, “work reports” is replaced with “reports.”

本决定自2022年6月25日起施行。

This Decision shall come into force on June 25, 2022.

《中华人民共和国全国人民代表大会常务委员会议事规则》根据本决定作相应修改并对条文顺序作相应调整，重新公布。

The Rules of Procedure of the Standing Committee of the National People's Congress of the People's Republic of China, as amended and adjusted in the numbering of clauses according to this Decision, shall be reissued.
